Updating to Tech Level 2

When I started up my first game for this weekend, I had troubles understanding upgrades, especially upgrading my team (to Tech Level 2 I believe). It would help to provide a tool tip or more information on when to upgrade my team so I can make new unit types. The new unit types are very exciting to play!

    Yay for exciting new units!

    I do think there needs to be better/stronger tooltips in general. Some of them rock and some of them don't D=. Will focus on upgrades n' tech levels next week! :D
