Atlas setup can't install VS 2013

Hi, I'm running into a problem where I can't install the game because Visual Studio 2013 isn't installing through the setup. The installation window for VS 2013 will pop up, but then close after a few seconds of inactivity. Then the installation will just stop from there. I've tried manually downloading VS 2013 from Microsoft, but the exact same thing will happen regardless. I'm running on Windows 7 Ultimate.
